Every step carries a completion criterion.

A step isn't finished when you click next. It's finished when the thing you were asked to do is actually there on the page. We check the live page against the criterion and only then move on.

So we can tell you a step was verified — because it was. That's the difference between claiming someone learned and knowing they did.
